First, Jerry Hill and the Democrats wanted to lower the 2/3 vote needed to pass a budget, because Republicans wouldn't cave in to more taxes.
Now the Dems simply say they'll call taxes "fees" in order to use a simple majority to pass them. So much for fiscal responsibility. There should be a complete audit of every government program to see if the taxpayers' money is being spent responsibly. We need to slash pensions, exorbitant salaries, wasteful perks, unnecessary bureaucracies, etc. Licensing and regulations need to be eased to allow new businesses to be created.
Irresponsible "fees" for California citizens cannot be tolerated. This new assembly has shown that nothing has changed as far as California politics is concerned.

Even though this comes out of the Senate (who shouldn't be creating legislation) it's worth noting how much time they have on their hands up in Sacramento.
A bill to ban Mylar balloons was presented because of a handful of power outages that have occurred. In a time where jobs are tough to come by, they want to shut down a mutli-million dollar industry that provides jobs to thousands. These outages also occur from squirrels and birds.
I would definitely not waste the taxpayers time on legislation like this.
More importantly, this should be left up to the cities and counties. Not the state.

So Assemblyman Gene Mullin (District 19) is authoring a bill to keep high school dropouts from getting a driver's license. See here.
There is no correlation between high school dropouts and driving. I would definitely vote against such a proposal as this.

The solution to reducing the deficit is fiscal responsibilty, not creating yet more ways to take money from citizens.
I would definitely vote NO on this bill.
